Bahá'u'lláh's idea of a world community would replace previous ties and alliances. His vision was articulated before Bismarck 's alliance policy ("Bündnispolitik") was put into effect. The model of collective security in Bahá'u'lláh's Tablet to Queen Victoria does not call for the equating of the anonymity of victim and aggressor state with indifference. The state community should be encouraged to evolve from its traditional understanding of friendship to a more all encompassing network of relationships.
